Making a submission on the

Overseas Investment Bill

Would you like to make a submission on the Overseas Investment bill?

Here is a two page sample submission in Microsoft Word format which you can use, either in full, or by picking out parts as the basis for your submission. It also includes this introduction. There is an explanation of the changes suggested in The Overseas Investment Bill 2004: The power of international capital and the loss of sovereignty, by Bill Rosenberg (a 53KB PDF file).

Or of course you can write your own from scratch.

The bill itself is available in PDF (184KB) or text.

More information available

There is plenty of further information on this web site if you wish to add to the submission. Please contact CAFCA if you want any further help in making your submission.

Which Select Committee? By when?

Submissions go to the Finance and Expenditure Committee of Parliament. The deadline for submissions is 28 February 2005.

Don't forget …

Don't forget to put your name, address, contact phone numbers, and if possible email address on the submission. We have suggested that you ask to appear before the Select Committee – submissions are more effective if you can do that – but that is up to you. You can always change your mind if you decide later that you don't want to appear. If you do ask to appear and you don't live near Wellington, we also have suggested that you ask the Committee to hold hearings in your home town – otherwise you will have to travel, probably to Wellington . If enough people ask for hearings to be held in another centre, Committees sometimes will do so.

Sending it off

Select Committees require 20 copies of the submission. The copies should be sent, by the deadline, to:

Clerk of the Committee
Finance and Expenditure Committee
Select Committee Office
Parliament Buildings
WELLINGTON .

(Though note that the Clerk of the Committee will sometimes do the copying for you or give you a day or two past the deadline if you ask very nicely – Parliament's telephone number is (04)471 9999.)

Further information on Select Committee procedures, including useful advice on how to make a submission, and the bills currently before the various Committees, is available at the web site http://www.clerk.parliament.govt.nz/Programme/Committees .
